Does God conceal?

Proverbs 25:2 It is the glory of God to conceal a matter,
But the glory of kings is to search out a matter.

On the other hand, in Romans 1 we read: 18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who suppress the truth in unrighteousness, 19 because what may be known of God is manifest in them, for God has shown it to them. 20 For since the creation of the world His invisible attributes are clearly seen, being understood by the things that are made, even His eternal power and Godhead, so that they are without excuse, 21 because, although they knew God, they did not glorify Him as God, nor were thankful, but became futile in their thoughts, and their foolish hearts were darkened. 22 Professing to be wise, they became fools, 23 and changed the glory of the incorruptible God into an image made like corruptible man--and birds and four-footed animals and creeping things.

Seems to me God is both a revealer and a concealer. Amos 3:7 Surely the Lord God does nothing, unless He reveals His secret to His servants the prophets.

God's "eternal power and Godhead" are obvious to all, "his invisible attributes are clearly seen." On the other hand, he has "secrets" which he reveals to those whom he chooses (his prophets.)

God sent his only begotten son, "hidden" in a baby. Most did not ever recognize him. He came not his own, but his own received him not. (John 1:11)
2Cor 4:3, 4 And even if our gospel is veiled, it is veiled to those who are perishing, in whose case the god of this world has blinded the minds of the unbelieving so that they might not see the light of the gospel of the glory of Christ, who is the image of God.
1 Cor1:8 For the message of the cross is foolishness to those who are perishing, but to us who are being saved it is the power of God. ... 23 but we preach Christ crucified, to the Jews a stumbling block and to the Greeks foolishness, 24 but to those who are called, both Jews and Greeks, Christ the power of God and the wisdom of God.
Col 2:3 In whom (Christ) are hid all the treasures of wisdom and knowledge.
